Government of the Punjab, Finance Department has issued Notification on 03-02-2020 in connection with Clarification Time Scale Personal Upgradation. Detail is as under:
I am directed to refer to the subject cited above and to state that a question has arisen as to whether Time Scale Personal Up-Gradation is admissible to the employee who is appointed against a post having no upper tier / line of promotion and has two mode of appointment i.e. by initial appointment as well as by promotion.
- It is clarified that the case of an employee who is appointed against a post having no upper tier / line of promotion by initial appointment would be dealt in accordance with para-1 (ii) of Finance Department’s Notification No.FD.PC.40-12/2017, dated 19.04.2019. Whereas, the case of employee who is promoted against a post, but having no upper tier / line of promotion would be dealt in accordance with para-1(i) of Finance Department’s Notification No.FD.PC.40-12/2017, dated 19.04.2019.
